CasualPokePlayer c1698c93e2 Add SYSCONF country code to DTM
Recently there was some issues in TASVideos trying to sync a Donkey Kong Country Returns TAS. It eventually was synced by directly using the config from the TAS author. The exact setting which caused the desync was narrowed down to being in SYSCONF, with the country code. The TAS author lives in the US, so the country code matched the US country code, while the person attempting to sync the TAS did not live in the US.

Adding SYSCONF country code to the DTM should avoid this being an issue for future Dolphin versions.

CasualPokePlayer a64657c1e9 Add CPUCull to Pokemon Colosseum and Pokemon XD inis.
These games seem to constantly have unused vertices, and this is worst shown in the Shadow Pokemon purification cutscene. The Shadow Pokemon purification cutscene is even worse on XD with forced single core mode, as instead of having FPS dropping with VPS staying 60ish, it will drop both, resulting in audio stuttering. Turning on CPUCall seems to have a 7/8 reduction of draw calls for that cutscene (~800 -> ~100), doubling performance. Many other areas of the game seem to benefit from this setting too, having some kind of performance boost.

CasualPokePlayer 581fd2b1e3 Fix SYSCONF movie settings
The movie config layer is not active for recording, only playback. Thus, recording ends up stuck with default SYSCONF settings.
The fix is simply to add in the movie config layer when recording. The way it's done is a bit hacky, but seems to work.

CasualPokePlayer 4234b25682 Do not directly store input sample rate, rather just store a divisor for that sample rate, with it using a fixed dividend of 54000000 * 2.
This should reduce (but not completely eliminate) gradual audio desyncs in dumps. This also allows for accurate sample rates for the GameCube.
Completely eliminating gradual audio desyncs will require resampling to an integer sample rate, as nothing seems to support a non-integer sample rate.
