Tillmann Karras d1db347c8a evdev: close file descriptors in a separate thread 
For some reason Linux is surprisingly slow at closing file descriptors
of event devices. This commit improves GUI startup times on my computer
by about 1.5 seconds.

Tillmann Karras 4d9038c7c3 Cubeb: change log level from NOTICE to INFO 
Cubeb logs a message at CUBEB_LOG_NORMAL verbosity every time you start
or stop a stream which can get a bit annoying when using frame advance
at Dolphin's default verbosity.

Tillmann Karras dcc674febd GameSettings: fix C4 texture tiling in Crash Nitro Kart 
For buttons and some character icons the game loads palleted PNGs and
tiles the pallet indices directly into C4 textures but fails to take
into account that PNG and C4 use opposite nibble orders. This causes
adjacent pixel columns to be swapped, see issue 13370.

Also disable Immediate XFB for the Japanese release. It has the same
black screen and flickering issues as the other regions.

Tillmann Karras 6a0b17f8fe CMake: update required enet version 
Dolphin now relies on ENET_SOCKOPT_TTL which was merged upstream but not
released yet. This fix assumes that enet continues its current
versioning scheme.

Tillmann Karras 4d346f29eb GameSettings: add patch to disable blur in Tony Hawk's Downhill Jam 
This is a fullscreen blur that looks bad at higher internal resolutions.
The offset happens to work out for both the NTSC and the PAL release.

Tillmann Karras da1bf29722 AX: fix envelope volume for Wii ucodes 
Technically it is signed in the 0x7699af32 ucode but that's only used
by the Wii Startup Disc which never uses negative values.
